No it does not. Media Center Edition is available through two channels.
You can get it on a new MCE PC from one of the many OEM's that sell
MCE computers. If you are an MSDN subscriber it is also available as
part of several different MSDN subscriptions including universal. In
the former case the product only can be installed on the PC that it was
shipped with. I've never tried to install the MSDN disks as an upgrade
over XP Home, but you need special hardware to get the Media Center
components to work so unless you have made upgrades to your XP Home PC
you're not going to get the Media Center experience even if you get OS
to upgrade XP Home.
