Microsoft Office >> *.eml file opened in Outlook Express have characters replaced by =

Message from webmail is saved in *.eml format, when opened in Outlook Express
it results in some of the characters being replaced by the character =
Even when International Read Settings are set to NOT use default encoding
for all incoming messages. Has anyone experienced this and have been able to
resolve this problem. Thanks.
