I am trying to create a TFS project.  The project doesn't exist on my server, but I am getting an error telling me that it does.  Some more useful information is that I am trying to migrate a VSS database.  My previous attempt did not work out.  I had a backup image of my server, so I restored it and was trying to start the process over.  I have already done this 2 times with no trouble, but now I cannot create the project  

Could the problem be with the client system remembering that there once was a project called "ProTrack"

Error
TF24018: Team Foundation Server Configuration Failure. Team project 'ProTrack' already exists on this Team Foundation Server.
Explanation
Project name 'ProTrack' already exists on the server. The team project name must be unique on all Team Foundation servers used by the new project.

User Action
Choose a name that is unique and re-run the Project Creation Wizard."

I also tried the following just in case...

tfsdeleteproject /server:vstfs ProTrack

The project 'ProTrack' was not found on the Tfs Server.

I have since tried to create the project on another client system. The project creation succeeded from that system. I have successfully created the project 3 times now, each time from a different client system.

That tells me that the fact that the project existed at one time is somehow cached on the client system that created the project in the first place. Doesn't this seem like a bad thing

It does appear that this is a WorkItemTracking issue caching old project information. I've sent mail to the developers, and they should follow up.

While it isn't strictly the issue you're seeing, on a related note you can see the team projects on a server and the state they're in via the ListTeamProjects utility:

Thanks to Dennis Habib and Aliaksei Baturytski who found and confirmed the problem (as you guessed, it's indeed client-side caching in the WIT code).

From Dennis:

He created the project on the server once before, then instead of deleting it from the server using TfsDeleteProject, he restored the db’s to their previous state. The metadata on the client would see this as older metadata and not update the local cache, so according to WIT it would still exist.

From Alex:

I think you're right - our plugin checks for project existence by checking WIT cached data.

So, yes, you should be able to delete the caches (stop VS, delete caches, start VS) to get the WIT metadata cache to re-sync and fix this issue. The various caches are in %UserProfile%\Local Settings\Application Data\Microsoft\Team Foundation\1.0\Cache - the specific ones you'll want to delete are the dirs that have GUID's for names. You could kill the entire Cache dir, but there are other caches (for instance, version control's cache of your workspaces) also in there, but those would get repopulated the next time you connect to the server.

Thanks for the information.  I don't think I will end up having this issue again, but it is nice to know what the problem was.
